Letter of Agreement between Sofia (LBSR) and Bucharest (LRBB)

General
The purpose of this Letter of Agreement is to define the
coordination procedures to be applied between SOFIA ACC
and BUCHAREST ACC when providing ATS to General Air
Traffic (IFR/VFR).

Special Procedures Flights from Bucharest ACC to Sofia ACC
1. The traffics with destination LBSF will overfly OSTOV at FL250 unless otherwise is coordinated.
2. The traffics with destination LBSF will overfly SOMOV at FL260 unless otherwise is coordinated.
3. The traffics with destination LBGO will overfly SOMOV at FL110 unless otherwise is coordinated.
4. The traffics with destination LBBG will overfly BULEN at FL270 unless otherwise is coordinated.
5. The traffics with destination LBWN will overfly BULEN at FL190 unless otherwise is coordinated.
6. The traffics with destination LBWN will overfly DINRO at FL140 unless otherwise is coordinated.
7. The traffics with destination LBBG will overfly DINRO at FL270 unless otherwise is coordinated.
NOTE: Intersection RULOT, LUGEB and MOSOP are inactive by reason of missing of active military areas in Sofia ACC as it is described in Bulgaria AIP supplement 03/08 and Romania AIP supplement 02/08 from 28AUG2008.

Special Procedures Flights from Sofia ACC to Bucharest ACC
1. The traffics with destination LRCV will overfly LOMOS at FL080 unless otherwise is coordinated.
2. The traffics with destination LROP or LRBS will overfly SOMOV between FL110 and FL170 unless otherwise is coordinated.
3. The traffics with destination LRCV will overfly SOMOV at FL090 or FL110 unless otherwise is coordinated.
4. The traffics with destination LROP or LRBS will overfly KOMAN up to FL100 unless otherwise is coordinated.
5. The traffics with destination LROP or LRBS will overfly ARGES up to FL120 unless otherwise is coordinated.
6. The traffics with destination LRTC will overfly REVDA at FL220 unless otherwise is coordinated.
7. The traffics with destination LRCK will overfly REVDA at FL080 unless otherwise is coordinated.
Flights not following the prescribed route but affecting the adjacent FIR shall be coordinated.
VFR
Flights
This section details
procedures for inter-area VFR traffic.
Flights from Bucharest ACC to Sofia ACC
VFR traffic flying outside
published ATS routes, and which has established radio
communication with Bucharest ACC, shall enter Sofia FIR
over at 1000FT height AGL or above.
Note: Point OSTOV is strictly forbidden for all traffic
below FL 175 due to prohibited areas.
After passing TMA Bucharest, VFR flights to be advised
to climb at least 7500ft but not more FL090 due to IFR
traffics.
Flights from Bucharest ACC to Sofia ACC
VFR traffic flying outside
published ATS routes, and which has established radio
communication with Sofia ACC, shall enter Bucharest FIR
at 1000FT height AGL or above.
VFR traffic flying with destination LROP or LRBS, and
which has established radio communication with Sofia
ACC, shall enter Bucharest FIR at maximum 2000FT height
AGL.
General
The following limited
information shall be exchanged between the two ACCs with
regard to VFR flights:
1. VFR;
2. Departure and Destination airports;
3. COP;
4. Other information, if necessary
For a group of VFR flights, the precise number of
aircraft shall be emphasized as well as the callsign of
the group leader.
Exchange of available data for VFR flights shall be
transferred at least 20 (twenty) minutes prior to the
time when the aircraft is estimated to pass the common
FIR boundary.
A revision, if available, shall be forwarded whenever
flight data have changed and/or the estimate varies by 5
(five) minutes or more.
Transfer of Radar Control
Transfer of radar control may be effected after
prior coordination provided the minimum distance
between the aircraft does not fall below:
1.
10NM if the succeeding aircraft is not faster.
2.
15NM if the succeeding aircraft is faster.
NOTE: When using mach-number speed control, pilots
concerned shall be instructed to report their
assigned mach-number to the accepting Centre upon
initial contact.
